The government replied
In the question asked in the Lok Sabha, it was asked that there are many consumers in our country who do not use smartphones nor do they need data or other facilities in any way, is there a special tariff plan for such consumers? Has there been any discussion regarding its release or not? In response to this question, the Union Telecommunication Ministry replied that at present no work is being done on any such scheme.
The meaning of the question and answer of the Union Telecom Ministry is clear that the mobile tariffs which are being used for all smartphone owners and non-smartphone owners will continue to be the same. This means that even if you are not using a smartphone and are using a normal (keypad) phone, at present there is no consideration of bringing a separate tariff plan for you.
