Keeping an eye on OBC-SC vote bank
Significantly, in UP, OBC population has 13 percent votes. Because of these castes, the victory and defeat of more than 50 assembly seats is decided. In the country’s largest state, political parties have been eyeing the vote of these 18 castes of OBCs for the last 17 years. For 17 years, the fight to get them included in the SC is going on in full swing. In UP, every political party is eyeing about 13 percent votes of 18 castes of OBC. For this vote bank, for the last 17 years, the battle to get them included in the SC category is being fought.
BJP can play bets like Uttarakhand in UP
According to Santram Prajapati, president of the Dalit-Shoshit Welfare Society, who carried out the legal battle in this case, the craftsman caste in Uttarakhand has been brought under the Scheduled Castes (SC). For this change, the then Uttarakhand government had re-circulated the Scheduled Constitution Order 1950 on December 16, 2013. The Kevat group also comes in this caste. In this hill state, caste certificates are being made on this basis.
The easiest option for the BJP government of UP is to issue a notification with an explanation to get the order, 1950 to be complied with. Words like scheduling castes should not be used in a new way. They can be included in the Scheduled Castes by considering them as the original caste.
UP government can send proposal to Parliament
It is also being said that the UP government can pass a proposal to give reservation to these castes like SC in the coming monsoon session of the assembly. After this, it can be sent to the Central Government to get it passed by both the Houses of Parliament. Apart from this, the Registrar General and Census Commissioner can also play an important role in this. By giving the definition of Majhwar and Bhar castes in the right way, all the states should be notified to include all their sub-castes in the purview of SC. Significantly, in Madhya Pradesh, Maharashtra and Rajasthan, these castes already come under Scheduled Castes.
Strategy is not to hand over the affidavit to the court
The BJP government of UP is considering both these things. This is the reason why the government has not yet given a counter affidavit in this matter in the High Court, it is the government’s strategy to cancel all the notifications. With this, she can cross any obstacle that comes in legal action. If this matter becomes pending in the court, then the government may have to wait for it. The government wants to resolve this matter in advance to win the 2024 Lok Sabha elections.
