During the financial year 2023-24, Kerala achieved revenue of Rs 31,618.12 crore from the sale of liquor and lottery, which is about 25.4% of the total income of the state. Of this, Rs 19,088.86 crore came from the sale of liquor while revenue of Rs 12,529.26 crore was earned from the sale of lottery tickets. This figure shows that liquor and lottery have become major sources of income for the state and strengthen the financial position of Kerala.
Increasing impact of liquor sales
According to the information, there was an income of Rs 19,088.68 crore from the sale of liquor in the financial year 2023-24, which is more than the previous financial year 2022-23. This increase reflects the economic condition of the state and shows that liquor is making a significant contribution to the state’s revenue. The income from the sale of liquor maintains the financial condition of the state and provides funds to the government for various schemes.
Income from the sale of lottery tickets also contributes significantly to the state’s revenue. However, one problem with this is that the government does not have any clear data regarding unclaimed lottery prizes. Under the Central Lotteries Rules 2010, the government is not required to maintain records of lottery prizes that have been won but not claimed. Due to this, the amount collected from unclaimed prizes is not properly accounted for, which is a matter of serious concern.
Sources of income for the rest of the states
Different states of India also have different sources of income. In states like Uttar Pradesh, Punjab and Haryana, agriculture is the biggest source of income, accounting for about 35-40% of their total income. At the same time, in states like Gujarat, Maharashtra and Tamil Nadu, manufacturing and service sectors are the major income sources which constitute about 40-45% of their total income. A large part of the income of these states comes from industries and service sectors whereas a large part of the income of Kerala comes from controversial sources like liquor and lottery.
Not only this, tourism is a major income source in some states. In states like Kerala and Goa, tourism accounts for about 25-30% of the state’s revenue. Whereas mining is a major income source in states like Jharkhand, Odisha and Chhattisgarh. Apart from this, hydroelectric power is an important income source in states like Himachal Pradesh, Uttarakhand and Sikkim which helps in their development.
Difference in liquor policy of Gujarat and Kerala
Gujarat state which is considered a dry state. Liquor is completely banned in this state. Due to the ban on liquor in Gujarat, the state’s income comes from other sources like manufacturing and business. Whereas in Kerala, the income from sale of liquor is an important part of the state’s revenue. This difference reflects the social, cultural and political policies of different states. While one state is against liquor, liquor has become an essential source of income for another state.
The economic structure of Kerala and its source of income makes it different from other states. People here go to work abroad and send remittances, which increases the income of the state. Apart from this, sale of liquor and lottery also contributes significantly to the income of the state.
