There has been an uproar over the security lapse of Congress leader Rahul Gandhi. The party has written a letter to the Ministry of Home Affairs citing the assassination of Indira and Rajiv Gandhi. There was a lapse in Rahul’s security during the Bharat Jodo Yatra on December 24 in Delhi.
In the last 10 months, there have been reports of lapses in the security of Rahul Gandhi 5 times. There was a lapse in Rahul’s security twice in Punjab, once in Rajasthan and once in Madhya Pradesh. CRPF has also issued a statement regarding the lapse in Rahul’s security. In fact, Rahul Gandhi has been provided Z+ security by CRPF.

- According to media reports, on 4 December 2022, Rahul Gandhi’s Bharat Jodo Yatra reached Agar Malwa in MP. Here a young man broke the security cordon and hugged him.
- According to media reports, on December 10, in Kota, Rajasthan, a young man broke the security cordon and reached in front of Rahul to commit self-immolation. The security personnel immediately took charge.
- According to media reports, when the yatra entered Delhi on 24 December, the crowd broke the cordon. The Congress alleges that the security personnel failed to handle it.
Rahul is no less in breaking security rules
1. From 2015 to 2019, Rahul Gandhi was in SPG cover. According to the government, during this period, Rahul broke the security rules 1892 times in Delhi and 245 times outside Delhi.
2. According to CRPF, since 2020, Rahul Gandhi has violated security norms 113 times. Rahul is informed about this from time to time.
Grandmother and father have been murdered
In 1984, Rahul’s grandmother Indira Gandhi was murdered by her own security personnel. Indira was the Prime Minister of the country at that time. After the assassination of Indira, serious questions were raised about the security arrangements.
7 years after Indira’s assassination, Rahul’s father Rajiv Gandhi was assassinated. The terrorist organization LTTE assassinated Rajeev in Perubandur, Tamil Nadu in 1991 using a human bomb.
What is a security protocol?

- If the protected person wants to visit a place, the route is first decided.
- This is followed by advance security contact.
- The security agency always decides 2 routes. This is informed to the police.
- A list is prepared of the people with whom the protected person is proposed to meet.

Assassination of Indira Gandhi and review of security
After the assassination of Indira Gandhi in 1984, the central government reviewed the security provided to VIPs. After this, Birbalnath Committee was formed in 1985, which recommended making SPG security. SPG was created in 1988 implementing this recommendation.
The modus operandi of SPG is recorded in the Blue Book. Only a few people in the ministry have the information about the Blue Book. Whenever this information has been sought from RTI, the government has refused to give it.
How many categories are protected?
SPG category- Now only the Prime Minister gets the security of the Special Protection Group. According to media reports, about 3000 SPG personnel are deployed in the security of the Prime Minister. All SPG personnel are equipped with all modern weapons including automatic gun FNF-2000 assault rifle. 592.55 crore was given for SPG security in the budget of 2020-21.
Till 2019, apart from the Prime Minister, this security was also given to the Gandhi family, but by passing a law in the Parliament, the government withdrew this security from the Gandhi family.
NSG Protection with Z+- Apart from the Home Minister of the country, this security is provided to the Chief Ministers of Naxalite affected states. In these, apart from Z+, 10-12 ‘black cats’ of NSG are also included. Commandos remain deployed.
Z+ Category- A total of 58 jawans are deployed in Z+ category security. In these, 10 armed static guards, 6 PSOs round the clock at a time, 24 jawans round the clock in 2 escorts, 5 watchers live in two shifts. This security category is the second highest security category in the country. Presently many VIPs of Sonia-Rahul have been provided this security.
Z Category- A total of 22 security guards including 4-5 NSG commandos are deployed in the security of this category. Delhi Police, ITBP or CRPF commandos and local police of the state are included in the Z category. Security personnel are deployed both at office and at home.
Y Category- In the report of the Intelligence Bureau, this security is given to people who are in low danger. A total of 11 security personnel are involved in this, in which two commandos are also there.
X Category- Two security guards are deployed with the person receiving the security of this category. It also includes a PSO (Personal Security Officer).
