Delhi Budget: Delhi’s budget was presented in the Delhi Assembly on Wednesday (March 22). Finance Minister Kailash Gehlot dedicated a budget of Rs 78,800 crore in the name of ‘Clean, Beautiful and Modern Delhi’. This is the 9th consecutive budget of the Aam Aadmi Party government. Enumerating the merits of the budget, CM Arvind Kejriwal said that together we all have to make a modern Delhi. That’s why this time’s budget is for ‘clean-beautiful and modern’ Delhi.
Kejriwal said that in the absence of Manish Sisodia, Finance Minister Kailash Gehlot has presented a grand budget. There is something in it for every section. This budget is Rs 78,800 crore, while in 2015 it was only Rs 30,940 crore. The CM said that our government will spend Rs 21,000 crore on infrastructure to make Delhi ‘clean and modern’ so that people coming from outside feel that they have come to the capital of a great country. For this we will beautify all PWD roads. 26 new flyovers, 3 double decker flyovers and 1400 bus shelters will be built. Along with buying 1600 electric buses, electrification of bus depots, cleaning of Yamuna and ending the mountain of garbage.
CM Arvind Kejriwal said that even after giving many free facilities to its people, Delhi’s budget is beneficial, while other states do not give anything free, yet they are in deficit. The reason for these free facilities is the lowest inflation in the whole country in Delhi. We will continue all the free facilities.
CM Arvind Kejriwal assured the people of Delhi that the free facilities being provided by the Aam Aadmi Party government will continue. Due to this, a common man inside Delhi will continue to get relief from inflation. All the steps already taken against corruption will continue. All faceless services will continue and will be implemented in other departments one by one. People in Delhi have got rid of touts with doorstep delivery of services. This will continue even further.
CM Arvind Kejriwal said that there has been a lot of progress in the field of transport in the last years. When our government was formed in 2015. Then there was a network of 193 kilometers of metro in Delhi and there were about 140 metro stations. In the last seven-eight years, the metro network has increased to 390 kms, which is more than double what it was in 2015. At the same time, there have been 286 metro stations. What we had achieved in the first 17 years, our government has achieved in just 8 years. In 2015, the number of buses in Delhi was 5600. Today it has increased to 7389. Last year we had announced in the budget that we will make Delhi a tricolor city. 500 big tricolors have been put up at different places all over Delhi. Today, wherever we go, we see the tricolor and a feeling of patriotism awakens in us. Delhi has been made the city of tricolor.
Work will be done on these 9 points
First- The Public Works Department (PWD) has 1400 km of roads in Delhi. All these roads are 60 feet wide. All the roads of Delhi which are more than 60 feet wide will be made clean and beautiful. Mechanical sweeping of all roads will be done daily. For this, 70 mechanical road sweepers will be purchased. There will be one for almost every assembly. Roads, central verge and footpaths will be washed daily.
Along with this, trees and railings on both sides of the road will also be washed. For this, 210 anti smog guns and water sprinklers are being purchased. All these will be for PWD roads. Apart from this, one small water sprinklers are being purchased for each ward. All PWD roads will be repaired first. Broken railings, footpaths, central verge, curb stones, roads will be repaired within a year.
The central verge of the roads, the empty places of the footpath will be made green by planting flower plants. Painting of roads, lane marking, zebra crossing and curb stone will be done every three months. Carpeting of roads will be done every five years. If any pothole is found on the road, the company taking the contract will repair it within a specified time. All encroachments will be removed from inside the city. If there is no soil on the roads of Delhi, then the dust pollution will end.
Second- The Aam Aadmi Party government has so far built 28 flyovers in Delhi. Apart from this, the government is going to make 26 more flyovers. Many of these 26 new flyovers are in advanced stage.
third- Three unique type double debar flyovers will be built in Delhi. The metro will run above the double-decker flyover and the road will be below it. We had planned this four-five years back. This will save a lot of money. Because the pillar is still being built. Will make one more level on top of that. For this, the pillar has to be strengthened a bit more. Getting another level on the same infrastructure will save a lot of money. If they are successful, then many more metro routes will be able to be upgraded in the coming time.
Fourth- This year 1600 new electric buses will be purchased. Our target is to have 10,480 buses on Delhi roads by 2025. According to the need of Delhi, this number of buses will be sufficient. By 2025, 80 percent (8280) of these buses will be electric. Out of these 8280 buses, 1600 buses will be purchased this year. After this, Delhi will join those few cities in the world, where so many electric buses will be running on the road simultaneously.
fifth- Infrastructure will be necessary for electric buses to stand. For this, we are electrifying 57 bus depots in Delhi. So that if electric buses are parked at night, they can also be charged.
Sixth- Three modern bus ports will be built on the lines of the airport. The bus port will also have the same infrastructure as the airport, which will look like an airport and will make people feel like an airport. These three bus airports will be built in Anand Vihar, Sarai Kale Khan and Dwarka. Apart from this, two multi-level bus depots will be built. This multi bus depot in Delhi will be built for the first time in the country. In this, buses can be parked on the 6th floor. Two modern bus terminals and 9 new bus depots will be built.
seventh- 1400 new bus queue shelters will be built. These will be modern bus queue shelters. There will be a digital screen on each bus shelter. With this, people will be able to get information about the bus.
Eighth- A 6 point action plan has been made to clean the Yamuna. New STPs, de-centralized STPs will be built in this. The existing STP will be upgraded. So that the sewage treatment capacity of Delhi will reach about 890 MGD. When we formed the government in 2015, 370 MGD sewage was treated in Delhi. It will increase three times to about 890 MGD by the end of this year.
In Delhi, we have laid sewer pipelines at many places, but people do not take connections due to the high cost. Sewer line has been laid in the entire Trans Yamuna area. Now there should not be any dirty drain in Trans Yamuna. All sewage should flow into the sewer network. But there are many dirty drains because people are not taking connections. That’s why we have decided to give free sewer connection to all. When our government was formed, only 227 raw colonies had sewer connections. By the end of this year it will be taken to 1317 colonies. De-silting of the entire sewer network will be done and intercepted.
ninth- By December 2024, three garbage mountains located in Delhi will be cleaned. We are giving an additional Rs 850 crore as loan to the Municipal Corporation of Delhi to clean these mountains of garbage.
CM Arvind Kejriwal said that all treatment in our mohalla clinics is free. At present there are 250 types of tests in Mohalla clinics. It is being increased to 400. Mohalla clinics will be opened at maximum metro stations. Due to this, traveling by metro and people passing through there will be very convenient. The experiment of Mahila Mohalla Clinic has been very successful.
There are currently 4 Mahila Mohalla Clinics in Delhi. It will be increased to 100. Also, 9 new government hospitals are being built in Delhi. There are currently 14,000 beds in government hospitals in Delhi. After the construction of 9 new hospitals, there will be a total of 30 thousand beds. After this, maybe we will meet the WHO norms. Presently we are producing 995 MGD of water.
Before our government was formed, it used to produce around 887-880 MGD of water. We have increased the production of water by about 125 MGD so far in 8 years. Our target is to increase water production from 995 to 1250 MGD by 2025 and provide 24-hour water supply to every household in Delhi.
Arvind Kejriwal said that in 2015, about 985 colonies in Delhi’s raw colonies had water pipelines. In the last 8 years, we have laid 5138 kilometer water pipeline. Now piped water is being given in every house. We will give water connection to all. We are also working on making Delhi a city of lakes. This year 20 new lakes will be ready.
