What is the claim?
A post dated April 23, 2024, from the Bharatiya Janata Party (BJP) Karnataka unit’s Karnataka BJP has claimed in the post that there are many divisive agendas present in the Congress manifesto.
BJP Karnataka’s account highlighted six points of the alleged Congress manifesto and wrote:
1- Implementing hijab in educational institutions
2- Distribution of property to Muslims
3- Special reservation for Muslims
4- Freedom to follow personal laws
5- Muslims will be directly appointed judges
6- Order to public and private institutions to employ Muslims
In the post, BJP Karnataka also raised the question whether this is the manifesto of Congress or the manifesto of Muslim League? Archive version of post Here See.

Earlier, while addressing a public meeting in Banswara, Rajasthan on April 21, 2024 PM Modi Had also raised questions on the manifesto of Congress and said that Congress wants to divide the property of the people and divide it among the Muslims. After PM Modi’s statement, this issue became a topic of discussion and many claims started appearing on social media. (PM Modi’s remarks can be heard with a time duration of 29 minutes.)
However, we Hindi And English Read all the sections of the manifesto verbatim and found that points like the claims made in the viral post are not mentioned anywhere.
what the FAC?
To check everything said in Karnataka BJP’s post, we read all the sections of the Congress manifesto one by one.
Claim to implement hijab in educational institutions
The section on ‘Education’ in the Congress manifesto ‘Nyaya Patra’, where the party has promised specific action points for education and educational institutions in the country, does not claim to implement hijab in educational institutions in any of the 25 points Went. However, it definitely talks about protecting the ‘freedom of expression’ of the students.

property distribution to muslims
We did not find any point in any section of the manifesto in which distribution of property or wealth has been promised to Muslims. In the ‘Social Justice’ section, it has been said that the Congress Party will conduct an economic-social census at the national level to find out the economic-social condition of the castes and sub-castes and will take steps to improve their condition on the basis of the data obtained.
It is further written in the manifesto that economic empowerment of minorities has been said to be necessary. The party will make a policy to provide easy loans to them. The next point also states that the Congress Party will ensure that minorities get fair opportunities without any discrimination in education, health care, public employment, public work contracts, skill development, sports and cultural activities. But nowhere was it said that property would be distributed to Muslims.
congress leader Rahul Gandhi He has also talked about finding out the share of Dalits, tribals, backward classes, poor general class and minorities through financial and institutional survey and giving them their rights on the same basis. However, there is no mention of dividing Muslims anywhere in it.
Special reservation for Muslims
Congress has asked for economic-social census to be conducted in the ‘Social Justice’ section of the manifesto; It has been promised to remove the 50 percent cap on reservation for SC (Scheduled Caste), ST (Scheduled Tribe), OBC (Other Backward Class) and poor general category.

Apart from this, it has been said that the 10 percent reservation given to Economically Weaker General Category (EWS) will be implemented for people of all castes and communities without any discrimination. Here we did not find any such point in which it was written about giving separate reservation to Muslims.

Freedom to follow personal law
Congress has said in the ‘Minorities’ section that all citizens living in India have equal right to practice their religion and the party will maintain the fundamental rights given to minorities under the Constitution. It is written in the seventh point that Congress will ensure that like every citizen, minorities have freedom of food, clothing, language and personal law.
The next point states that the party will promote individual reforms and these reforms will be done with the participation and consent of the community concerned. The personal law of Muslims was not directly mentioned anywhere here.
Muslims will be directly appointed judges
This claim of the viral post is also wrong. The fifth point under the ‘Judiciary’ section in the manifesto reads, “Persons and women belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes and minorities should be appointed in greater numbers as judges of the High Courts and the Supreme Court. “shall be appointed as Judges.” There is no mention of directly appointing Muslims as judges anywhere in it. We have made this claim before fact-check Have done.

Order to public and private institutions to hire Muslims
Congress has made many big announcements for the youth in its manifesto, which includes the promise of giving the first permanent job guarantee and filling 30 lakh vacant posts. Congress has promised to ensure equal opportunities for all.

However, Congress has called for the establishment of a Diversity Commission to ascertain and promote the status of diversity in employment and education in the public and private sectors. Nowhere in the manifesto is it written that Congress will order public and private institutions to employ Muslims.
Decision
From our investigation so far, it has become clear that the claim of Karnataka BJP is baseless. There is no mention of any special provisions, laws or schemes for Muslims anywhere in the Congress manifesto.
