Indian diplomat Mathur told the UN that the UNGA had unanimously agreed in 2008 that all five aspects of UNSC reform, including the question of the veto, would be settled in a comprehensive manner. He argued that all five permanent members have used the veto in the last 75 years to achieve their respective political objectives.
