The court said that when the pollution level (AQI) had crossed 300 on November 11, then why was there a delay of 3 days in implementing Group 3? In this way, the implementation of Grape 4 has also been delayed. The court also said during the hearing that it will order that Grape 4 should not be removed without taking its approval.
Supreme Court issued instructions
A bench of Justices Abhay S Oka and Augustin George Masih said that CAQM wasted time in implementing the provisions of GRAP in anticipation of change in weather. This attitude is wrong. The court asked that the state government should give information by November 21 about the steps taken to stop the entry of restricted vehicles in Delhi and stop the construction works. Other states of NCR should also form special teams and implement Gap 4 in their states. This state should also submit an affidavit by Thursday. The next hearing will be held on Friday, November 22.
The court has given these instructions:-
1. GRAP 4 should be implemented in all the cities of NCR.
2. The provisions of GRAP 4 should be strictly implemented.
3. A decision should be taken soon on closing all classes till 12th.
4. The central government should also consider stopping construction like highways and bridges.
5. Consideration should be given to working with 50% employees in government and private offices.
6. The incidents of stubble burning should be monitored through stationary satellites.
