NPR Update Bill: The winter session of Parliament will begin on December 7 and it is likely to end on December 29. Even before this, discussion has started regarding the possible bills to be introduced in the winter session. According to the Indian Express report, the central government may bring a bill in Parliament to allow maintaining a database on births and deaths and updating the National Population Register.
The draft Bill seeks to amend the Registration of Births and Deaths (RBD) Act, 1969. The draft was shared by the Ministry of Home Affairs in October last year for public comments and suggestions. According to the proposed bill, the data will also be used to update voter lists, Aadhaar database, ration cards, passports and driving licenses.
According to the report, the government wants to amend Section 3 of the RBD Act (Registration Of Birth And Death Act) by adding Section 3A. It says, “The Registrar General shall maintain a database of registered births and deaths in India at the national level, which may be used with permission.”

The government has also proposed amendments to Section 8, which deals with the requirement of citizens and the head of the household to give information about births and deaths. The draft states that if the Aadhaar number is available, the responsible persons will be required to provide parents and informant in case of birth and deceased, parent, spouse and informant in case of death.
Further, Section 17, which deals with search of birth and death registers and submission of these certificates as proof of birth and death, the government has proposed that these certificates be used to ascertain the date and place of birth of a person. Will be done to prove it.

Section 23 also amended, fine increased
According to reports, through an amendment to section 23, which deals with punishment for withholding information, the government has proposed to increase the fine on an individual or entity to Rs 1,000 per birth or death. Earlier it was 50 rupees only. It has proposed an amendment to section 12 by fixing a week’s time for issuing birth and death certificates after the relevant authority has received the information. The draft has made it mandatory for medical institutions to provide “a certificate as to the cause of death to the registrar”.
