Despite strong opposition in Nepal, Minister of Communications and Information Technology Gyanendra Bahadur Karki reached an agreement in Parliament and said that the projects would benefit 24 million of Nepal’s 30 million population. Karki said in Parliament that "The grant will prove to be an important tool for the socio-economic development of the country."
