DGCA Rule Airlines: DGCA will issue rules to compensate passengers in which tickets issued to passengers by airlines are involuntarily downgraded. DGCA has made this announcement after receiving a lot of complaints from the air passengers. The DGCA is in the process of revising the Civil Aviation Requirement (CAR) on facilities to be provided by airlines to passengers in case of denied boarding, cancellation of flights and delayed flights.

According to media reports, the DGCA on Friday said, “If any amendment is made, a passenger, who is involuntarily downgraded from the class of ticket he booked, will be entitled to receive the full value of the ticket including taxes as a refund from the airline.” will be allowed. Also, the airlines will have to provide the passenger the facility to travel free of charge in the next available class. After consultation with the stakeholders, the final rules will be issued by the DGCA, the regulatory body of airline flights.
Aviation regulator made a proposal
The aviation regulator has also proposed that airlines be required to carry a passenger who has been downgraded to the next available class. The amendment will allow a passenger, who is involuntarily downgraded from the booked class of ticket, to get the full value of the ticket including taxes as refund from the airline and the airline will take the passenger free of cost in the next available class.
Rules will apply to all airlines
DGCA President Arun Kumar said that these rules will apply to all airlines that operate from India. The regulator said the DGCA is in the process of amending its Civil Aviation Requirement (CAR) Section-3, Series M Part IV to protect the rights of air passengers affected by the downgrade of their tickets. The proposal has to go through stakeholder consultation before the final regulation is published. It is also open for public consultation for the next 30 days. The proposal to make these changes comes at a time when airlines in India are reportedly downgrading passengers with business class tickets to economy.
